– إجتماعات الدورتين أو الجلستين السنويتين فى الصين كتجربة حية لممارسة الديمقراطية… وإعلان رفضنا لنموذج الديمقراطية الغربية والأمريكية الذى تحاول الولايات المتحدة الأمريكية والغرب فرضه علينا بالقوة وعلى أنظمتنا السياسية، نظراً لإختلاف وعدم تشابه ظروفنا الوطنية

– تعزيز الصين التحول نحو نظام “الحوكمة العالمية” فى إتجاه أكثر عدالة وإنصافاً ومعقولية

إنطلقت الدورتان الوطنيتان فى الصين عام ٢٠٢٤ رسمياً. وهنا نجد بأن الدورتين السنويتين اللتين تعقدهما الصين ليست فقط لحظة مهمة لمناقشة الشؤون الوطنية وتلخيص الإنجازات والتخطيط للمستقبل، ولكنها أيضاً نافذة مهمة للمراقبة العالمية للصين. وفى إعتقاد الخبيرة المصرية المصرية فى الشأن السياسى الصينى الدكتورة/ نادية حلمى، فإن الدورتين الصينيتين هما ممارسة حية للديمقراطية، وأن العملية الديمقراطية الشعبية الشاملة فى الصين يمكنها حقاً إكتشاف وحل القضايا التى تهم الشعب أكثر من غيرها.

وهنا تشير نادية حلمى، الخبيرة فى القضايا الصينية وأستاذة العلوم السياسية بجامعة بنى سويف فى مصر، إلى أن الديمقراطية الشعبية الكاملة فى الصين، بإعتبارها سمة أساسية للسياسة الديمقراطية الإشتراكية، ستشمل إنتخابات ديمقراطية، ومشاورة ديمقراطية، وصنع قرار ديمقراطى، عن طريق دمج الإدارة الديمقراطية والإشراف الديمقراطى للإستماع إلى أصوات الشعب، وحل المشكلات العملية التى تواجه حياة الناس، والتأكد حقاً من أن الشعب هو أسياد البلاد.

وأشادت نادية حلمى بأن “نظام مجلس نواب الشعب الصينى”، هو حامل مؤسسى مهم لتحقيق عملية الديمقراطية الشعبية برمتها، والديمقراطية التداولية شكل مهم لممارسة عملية الديمقراطية الشعبية برمتها. وترجع الإنجازات العظيمة فى التنمية الإجتماعية والإقتصادية فى الصين إلى ومن خلال الإستفادة من العملية الديمقراطية الشعبية برمتها. وبناءً عليه، فإن الرضا الكبير للشعب الصينى عن الحكومة والحزب الشيوعى الصينى هو إنعكاس حقيقى للعملية الديمقراطية الشعبية برمتها التى تعزز الرخاء والتقدم الإجتماعى.

وشددت الخبيرة المصرية فى الشأن الصينى، على أن العالم متنوع وأن الديمقراطية ليست نموذجاً تدافع عنه الدول الغربية فقط. وطالما أنها مناسبة للظروف الوطنية للبلاد، وتحظى بدعم الشعب، ويمكنها تحسين معيشة الناس وتعزيز التقدم الإجتماعى، فهى ديمقراطية جيدة. ومع التقدم المستمر للتحديث على النمط الصينى، واصلت العملية الديمقراطية الشعبية ذات الخصائص الصينية تطورها وتحسينها، مما أدى إلى إثراء شكل الحضارة السياسية الإنسانية.

– أما عن رؤية الصين نحو (تعزيز تحول الحوكمة العالمية) فى إتجاه أكثر عدالة وإنصافاً ومعقولية… فذلك من خلال:

يعتبر عام ٢٠٢٤، بمثابة الذكرى السنوية الخامسة والسبعون لتأسيس جمهورية الصين الشعبية وعام حاسم لتحقيق أهداف ومهام “الخطة الخمسية الرابعة عشرة”. وهنا تكمن أهمية دورتى هذا العام فى الصين لعام ٢٠٢٤، لما لهما من أهمية كبيرة بشكل خاص فى مساعدة الصين على تحقيق أهدافها الإقتصادية بشكل أفضل، والتمهيد لرسم مخطط وتمهيد الطريق لأهداف التنمية الإجتماعية.

حيث أن تقرير عمل الحكومة الصينية لعام ٢٠٢٤، يعد نافذة مهمة للعالم لفهم إنجازات الصين فى العام الماضى ومراقبة أحدث السياسات والمبادئ التوجيهية للصين. فالنتائج المعروضة فى التقرير فى مختلف المجالات، تعكس فكر القيادة الشيوعية. وتؤكد تفوق سياسات الحزب الشيوعى الحاكم فى الصين ونظرية “المجتمع ذو الخصائص الصينية والنظام الإشتراكى للصين”. حيث لوحظ كذلك بأن تقارير عمل الحكومة الصينية فى السنوات الأخيرة تحتوى على بعض المفاهيم المشتركة، مثل: (الإلتزام بفكر التنمية المرتكز على الشعب، والتأكيد على تحسين معيشة الشعب ورفاهيته، وتعزيز الرخاء المشترك بقوة).

كما أن إنعقاد الدورتين هذا العام له أهمية كبيرة، لأنه سيرسم خطة ويمهد الطريق أمام الصين لتحقيق أهدافها فى مجال التنمية الإقتصادية والإجتماعية. فلقد جذبت الدورتان الصينيتان إهتماماً عالمياً كبيراً. ويولى المجتمع الدولى إهتماماً وثيقاً لخطة عمل الحكومة الصينية لعام ٢٠٢٤. فقد كان أكثر ما يهمنى كخبيرة فى الشأن السياسى الصينى على المستوى البحثى والتحليلى، هو تحقق أهداف النمو الإقتصادى للصين والسياسات الخارجية للصين فى العام الجديد.

فلقد أكملت الصين بنجاح هدف نمو الناتج المحلى الإجمالى العام الماضى ٢٠٢٣، وحددت هدفاً جديداً يبلغ نحو ٥% لعام ٢٠٢٤، وهو ما سيعزز بلا شك ثقة السوق. كما تحسنت مستويات معيشة الشعب الصينى بشكل كبير، وهنا تعمل مبادرة “الحزام والطريق” بشكل مشترك على بناء تنمية عالية الجودة. كما نلاحظ بأن العديد من الدول فى العالم تدرس نموذج الحوكمة الناجح للحكومة الصينية وتأمل فى التعلم من تجربة الصين لتعزيز تنمية أفضل وأسرع لإقتصادياتها.

أما عن (مجال الدبلوماسية الصينية)، فمع إستمرار تحسن الوضع الدولى للصين، فإنها غالباً ما تلعب دوراً إيجابياً وبناءاً فى حل القضايا الساخنة الدولية والإقليمية، كما جذبت السياسة الخارجية للصين الكثير من الإهتمام. وبناءً عليه، تدعو الصين جميع وسائل الإعلام الأجنبية لحضور إجتماعات الدورتين كل عام، الأمر الذى يمكن أن يرسل إشارة من الصين إلى العالم ويمنع تضليل الأجانب من قبل بعض وسائل الإعلام الغربية التى تحاول تشويه سمعة الصين. مع الإشادة الدولية الدائمة بالإنجازات الملموسة التى حققتها (دبلوماسية الدولة الكبرى بخصائص صينية)، مع تقدير الباحثة المصرية على المستوى الشخصى والأكاديمى بمساهمة الصين فى العالم. حيث قدمت الصين مساهمات مهمة للسلام والتنمية، كما تعمل الصين على تعزيز التحول نحو الحوكمة العالمية فى إتجاه أكثر عدلاً ومعقولية. وقد ساعدت الصين فى تطوير سياسات الحد من الفقر العالمى، ووسعت بنشاط قنوات للتبادلات والتعاون الدوليين، وقدمت حلولاً صينية لبناء عالم أفضل.

The official viewpoint of China and its ruling Communist Party, through my articles and analyzes officially published in the official Chinese press affiliated with the ruling Communist Party in China, and directed primarily to our people… in response to the allegations of the West and the United States of America, of trying to impose the Western and American style of democracy on us and our political systems. By force, entitled:

– The meetings of the two annual sessions or sessions in China as a living experience for practicing democracy… and declaring our rejection of the Western and American model of democracy that the United States of America and the West are trying to forcefully impose on us and on our political systems, given the difference and lack of similarity in our national circumstances.

Nadia Helmy praised the “Chinese People’s Congress system” as an important institutional carrier for achieving the entire process of popular democracy, and deliberative democracy is an important form of practicing the entire process of popular democracy. The year 2024 marks the seventy-fifth anniversary of the founding of the People’s Republic of China and a critical year for achieving the goals and tasks of the Fourteenth Five-Year Plan. Here lies the importance of this year’s sessions in China for the year 2024, because they are particularly important in helping China better achieve its economic goals, and paving the way for drawing a plan and paving the way for social development goals.

The Chinese government work report for 2024 is an important window for the world to understand China’s achievements in the past year and monitor China’s latest policies and guidelines. The results presented in the report in various fields reflect the thought of the communist leadership.
