إنتقاد مفهوم الهيمنة والديمقراطية الأمريكية والغربية والدفاع عن أنماط أخرى وجديدة من الديمقراطية فى العالم بحسب ظروف كل دولة حول العالم،

١) إنتقاد تكثيف الولايات المتحدة الأمريكية لجهودها لإثارة الإنقسامات حول العالم من خلال تنظيم ما يسمى بـ “قمة من أجل الديمقراطية”، والتحريض على المجابهة بين المعسكرين الإستبدادى والديمقراطى حسب أيديولوجيتها، ومحاولة إجراء تحول الدول الأخرى ذات السيادة على النمط الأمريكى كى تخدم الإستراتيجية الأمريكية الخاصة
٢) ولفهم طريقة عمل الديمقراطية المهيمنة أمريكياً عالمياً، فسنجد تصنيف الولايات المتحدة الدول الأخرى لعدة درجات وفقاً لمعيارها أى قربها أو بعدها من مفهوم الديمقراطية، وتطلب واشنطن من تلك الدول التقدم لملء “أوراق الإختبار” الخاصة بالديمقراطية الصادرة عن الولايات المتحدة الأمريكية وحكومتها
٣) فتلك التصرفات الأمريكية فى حد ذاتها غير ديمقراطية، وتتعارض مع تيار العصر، وتخالف إرادة أغلبية أعضاء المجتمع الدولى، وستبوء حتماً بالفشل الذريع والتام
٤) وهنا لابد أن تدرك الولايات المتحدة أنه إن لم تتخل تماماً عن نظرية “التفوق للديمقراطية الأمريكية”، وإذا لم تقم بتغيير سلوكها المتمثل فى الهيمنة والتنمر، والذى غالباً ما يفرض “الديمقراطية الأمريكية” على الآخرين، فستجد الإستهزاء بها فى كتب وسجلات التاريخ
٥) فالصين مثلها مثل معظم دول العالم فى البحث عن مسار التنمية فى المقام الأول وليس مسار الديمقراطية وسياسات الهيمنة والليبرالية على الطريقة الأمريكية. لذا فتأكيداً من القيادات الصينية على إتباع الصين لنموذج التنمية عالية الجودة، فقد قدم رئيس مجلس الدولة الصينى “لى كه تشيانغ” تقرير عمل الحكومة الصينية فى الجلسة الإفتتاحية للدورة الأولى للمجلس الوطنى الرابع عشر لنواب الشعب الصينى، والذى جاء فيه التأكيد على إتباع الصين لنموذج تنموى ديمقراطى ذا خصائص إشتراكية يتماشى مع ظروف الصين الواقعية. فالصين دفعت عملية الديمقراطية على أساس التنمية الوطنية بإتخاذ التنمية كمهمة ذات أولوية قصوى. ويبقى هنا الإستنتاج النهائى لتقييم أى نظام ديمقراطى حول العالم، بالتساؤل حول: ما إذا كانت جودة معيشة المواطنين قد تحسنت وما إذا كان أبناء الشعب راضين عن الوضع المجتمعى؟ ومن الواضح أن نموذج الديمقراطية ذات الخصائص الإشتراكية الذى تتبناه الحكومة الصينية قد نجح. فالديمقراطية الصينية الإشتراكية تعد ديمقراطية حقيقية، تتمثل فى إهتمام الحكومة بخدمة الشعب، وليس لها علاقة بالنظام السياسى المتمثل فى حكم الحزب الواحد أو حكم الأحزاب المتعددة على النمط الأمريكى والغربى الذى أثبتت التجارب مؤخراً فشله فى تحقيق رفاهية ورخاء شعبه بعكس قدرة الحزب الشيوعى الصينى وقياداته على تحقيق نموذج مجتمع رغيد الحياة وتنمية عالية الجودة فى كافة المقاطعات والمدن الصينية
٦) لذا، جاء تقرير عمل الحكومة الصينية، والذى قدمه “لى كه تشيانغ”، رئيس مجلس الدولة الصينى، نيابةً عن مجلس الدولة الصينى، فى الجلسة الإفتتاحية للدورة الأولى للمجلس الوطنى الـ ١٤ لنواب الشعب الصينى. ولجلسات الدورة الـ ١٤ للمجلس الوطنى لنواب الشعب هذا العام ٢٠٢٣ أهمية خاصة، حيث نجح نموذج الديمقراطية الإشتراكية ذات الخصائص الصينية فى التفوق على العديد من الديمقراطيات الغربية من خلال نجاح العديد من المندوبين فى المجلس الوطنى لنواب الشعب الصينى فى تشكيل العديد من مؤسسات الحزب الشيوعى والدولة الرئيسية، كما شددوا الرقابة على الهيئات المشرفة على القطاع المالى والعمل العلمى والتكنولوجى فى الدولة الصينية، مع الإتفاق على “تعزيز العمل الحزبى” فى الشركات الخاصة، حفاظاً على مصالح الشعب الصينى وتحقيق نموذج تنموى عالى الجودة
٧) لذا تقوم خطة عمل الحكومة الصينية ٢٠٢٣، على التمسك بفكرة العمل الأساسية العامة المتمثلة في إحراز التقدم من خلال الحفاظ على الإستقرار، وتطبيق الفكر التنموى الصينى الجديد بشكل شامل، والإسراع في إنشاء نمط تنموى جديد، وتعميق الإصلاح والإنفتاح على نحو شامل، والتمسك بالتنمية المدفوعة بالإبتكار، ودفع التنمية العالية الجودة
٨) وهنا لابد من الإشارة لتقرير وزارة الخارجية الصينية، الصادر يوم الإثنين الموافق ٢٠ فبراير ٢٠٢٣، بشأن الهيمنة الأمريكية ومخاطرها، بهدف فضح إساءة إستخدام الولايات المتحدة الأمريكية للهيمنة فى مختلف المجالات، وجذب وزارة الخارجية الصينية لإهتمام المجتمع الدولى لفهم أكبر لمخاطر الممارسات الأمريكية على السلام والإستقرار فى العالم كله، من خلال التدخل فى الشؤون الداخلية للدول الأخرى، والتسبب فى التخريب والفوضى الدولية، وشن الحروب عمداً وإلحاق الضرر بالمجتمع الدولى بأسره
٩) كما طورت الولايات المتحدة الأمريكية كتاباً عن الهيمنة لتنظيم “الثورات الملونة” والتحريض على النزاعات الإقليمية وحتى شن الحروب بشكل مباشر تحت ستار تعزيز الديمقراطية والحرية وحقوق الإنسان، وسعت واشنطن لفرض قواعد تخدم مصالحها الخاصة بإسم دعم “نظام دولى قائم على القواعد”، وهى نفسها أبعد ما تكون عن ذلك
١٠) لقد كثرت حالات التدخل الأمريكى فى الشؤون الداخلية للدول الأخرى، تحت ستار “تعزيز الديمقراطية”، مثل التحريض الأمريكى على “الثورات الملونة” فى منطقة أوراسيا، وتدبير ثورات “الربيع العربى” فى غرب آسيا وشمال أفريقيا لنشر الفوضى، مما أدى إلى الفوضى والتخريب والدمار فى العديد من الدول التى تدخلت فيها واشنطن
١١) إن الولايات المتحدة تمارس معايير مزدوجة فى القواعد الدولية، إذ وضعت الولايات المتحدة مصلحتها الذاتية أولاً وإبتعدت عن كافة المعاهدات ومواثيق وآليات عمل المنظمات الدولية المتعارف عليها ووضعت قانونها المحلى فوق القانون الدولى
١٢) كما دأبت الولايات المتحدة على إصدار أحكاماً تعسفية بشأن تقييم مستوى الديمقراطية فى البلدان الأخرى، وتلفيقها لروايات كاذبة عن “الديمقراطية مقابل الإستبدادية” للتحريض على القطيعة والإنقسام والتنافس والمواجهة، ففى ديسمبر ٢٠٢١ إستضافت الولايات المتحدة أول “قمة من أجل الديمقراطية”، والتى قوبلت بالنقد والمعارضة من العديد من الدول لأنها استهزأت بروح الديمقراطية وعملت على تقسيم العالم
١٣) كما أن “الهيمنة العسكرية الأمريكية تسببت فى مآسى إنسانية، فقد أودت الحروب والعمليات العسكرية التى شنتها الولايات المتحدة بإسم محاربة الإرهاب بحياة أكثر من مليون من المدنيين وشردت عشرات الملايين”
١٤) كما تسعى الولايات المتحدة الأمريكية إلى ردع التنمية العلمية والتكنولوجية والإقتصادية للدول الأخرى من خلال ممارسة القوة الإحتكارية وإجراءات القمع والقيود التكنولوجية فى مجالات التكنولوجيا الفائقة. فإحتكرت الولايات المتحدة الملكية الفكرية بإسم الحماية، وجنت أرباحاً فائقة من خلال هذا الإحتكار الغير مشروع
١٥) كما إستخدمت الولايات المتحدة المعلومات المضللة كسلاح لمهاجمة الدول الأخرى، وقد جندت فى سبيل ذلك مجموعات وأفراد يختلقون القصص ويقومون بترويجها فى جميع أنحاء العالم لتضليل الرأى العام العالمى بدعم أمريكى غير محدود
١٦) لذا لابد من معارضة كل أشكال الهيمنة وسياسات القوة الأمريكية لرفض التدخل فى الشؤون الداخلية للدول الأخرى، لإجبارها على التخلى عن ممارساتها المهيمنة والإستبدادية حول العالم

4) Here, the United States must realize that if it does not completely abandon the theory of “the superiority of American democracy”, and if it does not change its behavior of domination and bullying, which often imposes “American democracy” on others, you will find mockery of it in history books and records
5) China, like most countries in the world, searches for the path of development in the first place, not the path of democracy and the policies of hegemony and liberalism in the American way. Therefore, as an affirmation by the Chinese leaders of China’s adoption of the high-quality development model, Chinese Premier Li Keqiang presented the Chinese government’s work report at the opening session of the first session of the Fourteenth National People’s Congress, in which it was emphasized that China would follow a development model. 6) Therefore, the report on the work of the Chinese government came, which was presented by “Li Keqiang”, Premier of the Chinese State Council, on behalf of the State Council of China, at the opening session of the first session of the 14th National People’s Congress. The sessions of the 14th session of the National People’s Congress this year 2023 are of special importance, as the model of socialist democracy with Chinese characteristics succeeded in outperforming many Western democracies through the success of many delegates in the National People’s Congress in forming many of the main institutions of the Communist Party and the state. They also tightened control over the bodies supervising the financial sector and scientific and technological work in the Chinese state, with an agreement to “strengthen party work” in private companies, in order to preserve the interests of the Chinese people and achieve a high-quality development model
7) Therefore, the Chinese government’s 2023 action plan is based on adhering to the general basic business idea of making progress by maintaining stability, comprehensively applying China’s new development thinking, accelerating the establishment of a new development pattern, comprehensively deepening reform and opening up, and adhering to development, which is driven by innovation, and the high-quality development

10) There have been many cases of US interference in the internal affairs of other countries, under the guise of “promoting democracy”, such as the American incitement to “color revolutions” in the Eurasia region, and the “Arab Spring” revolutions in West Asia and North Africa to spread chaos, which led to chaos and vandalism and destruction in many countries in which Washington intervened
11) The United States practices double standards in international rules, as the United States put its self-interest first and moved away from all treaties, charters and work mechanisms of recognized international organizations and placed its domestic law above international law
12) The United States has also been issuing arbitrary judgments regarding assessing the level of democracy in other countries, and fabricating false narratives about “democracy versus authoritarianism” to incite estrangement, division, competition and confrontation. On December 2021, the United States hosted the first “summit for democracy”, which was met with criticism and opposition from many countries because it mocked the spirit of democracy and worked to divide the world
13) Also, “American military dominance has caused human tragedies. The wars and military operations launched by the United States in the name of fighting terrorism have claimed the lives of more than a million civilians and displaced tens of millions”
14) The United States of America also seeks to deter the scientific, technological and economic development of other countries through the exercise of monopoly power and measures of repression and technological restrictions in the areas of high technology. The United States monopolized intellectual property in the name of protection, and reaped huge profits through this illegal monopoly
15) The United States has also used disinformation as a weapon to attack other countries, and for this it has recruited groups and individuals who fabricate stories and spread them around the world to mislead world public opinion with unlimited American support
